Dear (Your Representative's Name),
I have read SB-308/AB-587 and feel it is far too inadequate
to solve the dire situation of puppy mills in Wisconsin.
Besides having many obvious gaps, this legislation gives the
Department of Agriculture, Consumer Protection and Trade enforcing authority
without mandating any special provisions. Why do our lawmakers keep on
insisting that dogs are agricultural products! Dogs are not meant to be
'farmed' like chickens. They are pets for heaven's sake, not livestock!
It is time for Wisconsin to adopt a new mentality and move
in the direction of other states. Ohio is proposing legislation that will give
authority to newly appointed Dog Wardens; the governor of Pennsylvania has
created a new position and appointed a special prosecutor and, earlier this
year, created a new Dog Law Enforcement Bureau; Oklahoma is drafting
legislation that uses an Advisory Committee for approving license applications
and appointing Agents to conduct inspections. In addition, all of the states
mentioned above are requiring mandatory pre-licensing inspections at minimum
for all breeding facilities.
I encourage you to challenge the authors of this bill to
create better legislation for Wisconsin - something that is more in alignment
with what other states are doing.
